Abandoned Mine Land (AML)
The Bipartisan Infrastructure Law (The Law), P.L. 117-58 "The Infrastructure Investment and Jobs Act," was enacted on November 15, 2021. This enacted legislation included language that directly, or in some cases indirectly, impacts OSMRE. In addition to the extension of abandoned mine land (AML) fee collections and mandatory AML Grant distributions, $11.3 billion in new funding with authorized to be appropriated for deposit into the Abandoned Mine Reclamation Fund." Explore initiatives supporting innovation, emerging technologies, and the Commonwealth's evolving energy economy.
The Virginia Department of Energy may apply for federal funding for two new Home Energy Rebate Programs. Please note that the rebates specifically for low to moderate income-earning households will not cover electric heat pump replacements. Virginia Energy is in the process of developing applications for funding for these new programs and the rebates are expected to be available starting in early 2025. Virginia Energy held a public Home Energy Rebates Working Session on May 17, 2024 from 1:30 - 3:30pm ET. The purpose of this virtual working session was to help Virginia Energy think through key Home Energy Rebate Programs design decisions on topics such as eligibility and income verification, consumer protection, education and outreach, and market transformation. Guidehouse, Inc. synthesized the market assessment and stakeholder feedback collected to date into a list of Key Program Design Questions and Recommendations for Virginia's Home Energy Rebates program design. This document can be viewed Here.
Guidehouse, Inc. developed an Asset Inventory listing programs offered by utilities and state agencies that are directly relevant to the Home Energy Rebate programs through rebate stacking and categorical eligibility for low-income households. The Asset Inventory can be viewed Here.
